公共选择理论视角下政府干预经济效能的再思考

Reconsideration on the Efficiency of Government Intervention in Economy in the View of Public Choice Theory

改革开放30年来,随着我国市场经济的不断发展,对政府干预经济的效能提出了更高的要求。公共选择学派关于"政府失灵"理论,作为对西方国家市场经济发展中政府与市场关系在理论上的一种反思,尽管存在着一些不完善之处,但也提出了市场经济条件下政府与市场关系的共性。对于我国在发展社会主义市场经济的过程中,处理好政府与市场的关系,改进我国政府干预经济的效能,避免政府失灵有着重要的启示和借鉴作用。

In the 30 years of Reforming and Opening, with constant development of the market economy, higher demands have been raised for the efficiency of government intervention in economy. The Government Failure theory issued by the school of Public Choice is a theoretical rethinking on the government - market relations in the development of market economy of the western countries. Though it may have its flaws, it has pointed out the commormess of government - market relations under the condition of market economy, thus it may provide a significant inspiration and act as an important reference for managing the government - market relations, improving the efficiency of government intervention in economy, and avoiding government failure in the process the developing socialist market economy.
