新时期自治县(旗)单行条例的发展历程,大致可以划分为起步、活跃、稳步发展三个阶段。从中可以看出,新时期自治县(旗)单行条例的立法和实施取得了长足的发展和显著的成绩,为自治县(旗)政治、经济、文化的发展提供了法律保障。但也应看到,自治县(旗)单行条例立法在立法主体、立法内容、立法程序和技术等方面仍存在不少问题且亟待解决。应从澄清单行条例立法过程中的理论分歧、增加自治县(旗)单行条例中对少数民族利益和地方利益保护的内容、中央和上级国家机关切实履行对民族区域自治地方———自治县(旗)的职责等方面加以完善。

In the new era, the development course of the specific regulations of autonomous counties （banners） can be roughly divided into three phases - start, active, steady development, from which we can see that in the new era the specific regulations＇ legislation and implementation of autonomous counties （banners） have made significant development and have offered legal protection in fields of the autonomous counties＇（banners＇） politics, economy and culture. However, we should also be aware of the fact that there are still many problems to solve, such as the main legislation, the legislative content, the legislative process and technology. We should clarify the differences of theories in the legislative process, add the legislative eoment to protect the interests of the minority interests and the local interests, the central organs and higher state organs should fulfill practically their responsibilities to local regional national autonomy - autonomous counties （banners）.
