摘要
本文认为,科技进步是后发优势的源泉,也是制约欠发达地区经济发展的重要因素,资源约束下的西部地区必须优化选择技术创新的支持政策。第一,进一步加大资金投入,提高技术创新能力;第二,加强人才培养,健全技术创新服务体系;第三,改善技术创新市场条件和制度条件;第四,鼓励企业进行自主型创新;第五,通过推进产业集群构建区域创新体系。
The regional economies disparities influence our social harmonious. The author reviews some theories about the formation of the regional gap, and points out the disparity make Late-Developing become possible. And points out that it is not reasonable to get the fast development for underdeveloped western regions by consuming lots of resources, so the western region should accelerate the pace of technological innovation to get the Late-Developing Advantage. The author analyzes the technical progress situation of the western region. Last gives some countermeasures for the western regional technological innovation.
