To implement the positive strategy of urbanization is advantageous to improve ecology environment, to save land resource, to enhance population quality, to control population increasing and to push the whole society toward harmony. In this paper, on the basis of the connotation of the harmony and the harmonious society, the profound connotation and the developing characteristics of the harmonious urbanization are fully excavated. The degree of development, the degree of coordination and the sustainability are united organically. The degree of harmony is established to measure the harmonious development abilities of urbanization.
