摘要
针对公务员政绩考核制度中存在的问题,通过在政府公务员政绩考核中引入平衡计分卡,构建基于平衡计分卡的公务员政绩评价体系,可以改变评估中只关注数字经济的不良现象、使公务员把注意力从眼前政绩转变到促进社会长远发展上来,同时使公务员积极提高自身能力,使政府向学习型政府转变,进一步提升政府公共管理的有效程度。
The civil servants'performance assessment system needs reformation urgently. Constructing the civil servants' performance assessment system based on the balanced score board ,will become an inn portant policy choice for the Chinese government. It will divert the attention of unhealthy tendencies of figure economy into long--term development appraising, promote the effective degree of the government public management and advance the administrative reform.
