社会保障制度是一个庞大的系统,而社会保障基金则是这一系统中最核心的部分。我国社会保障基金筹集纳入的是行政化的轨道,衍生了各种非规范化的现象,面临着困境,应建立符合国际规范的基金筹集体制。

Social security system is an enormous system, the funds of it is the core. The raising of the funds is administrative,with some abnormal phenomenon. It is confronted with difficult positions; we must establish the system of funds-raising according with international standards.
