河北省收入分配现状、问题及对策

The Present State, Problems and Countermeasures of the Income Distribution in Hebei Province

改革开放以来，在分配领域坚持按劳分配为主体，通过国有企业工资制度和机关事业单位工资制度改革，初步理顺了工资分配关系。随着所有制结构形式与经营方式的多样化，资本等生产要素参与分配，收入分配机制和分配方式呈多样化局面。目前分配领域存在的问题是：社会成员收入差距在拉大，城镇贫困人群有增大趋势；收入分配领域比较混乱；按劳分配市场化程度较低；对收入分配调节功能还比较弱。理顺分配关系应坚持效率优先，兼顾公平，充分发挥市场机制作用，消除体制外不合理分配。进一步完善、规范生产要素参与分配办法。

Since the reformation and open to the world of our country,the wage distribution relations has been preliminarily well managed by adhering to distribution accoding to work as the main body in the distribution field and through the reformation of wage system of the state owned enterprises and that of the government and institutions.With the diversification of the form of the ownership structure and management ways and capital as well as some other essential factors of production participating in the distribution, the mechanism of income distribution and the form of distribution have taken on a various situations. The problems now existing in the distribution field are the following:the difference of the income between the members of the society is getting greater, the impoverished group in the cities and towns tends to become bigger,the income distribution field is becoming more chaotic,the degree of distribution is lower and the function readjusting income is still weaker.The management of the relation of distribution should insist on efficiency first and give consideration to impartiality,and bring the initiative of market mechanism into full play inorder to eliminate the unreasonable distribution beyond the system。 We should further perfect and regulate the main factors of production and the way of distribution and strengthen the construction of tax adjustment and social ensuring system.
