研究探讨利用现代化信息技术手段,解决军队在应对突发公共卫生事件和非军事行动卫勤保障的组织协调、实时指挥、有效管控等问题。依托先进成熟的信息技术和网络通讯技术,以有线、无线、卫星等通讯手段为基础,集视频音频、网络通讯、综合显示、指挥调度和预警联动为一体,构建性能优越、功能强大的应急指挥平台,以期达到提高应对突发公共卫生事件中指挥员的整体协调能力和统揽全局的管理控制能力。

It makes research and discussion on taking use of the modem information technical means to solve problems such as organization coordination, real-time command, and effective management and control, etc., while army is handling with such sudden public health affair and medical support in unmilitary action. Relying on the advanced and ripe information technology and network communication technology, based on wired, wireless, and satellite communication means, it integrates video audio, network communication, comprehensive display, command and dispatch, as well as early-warning linkage into together, and constructs emergency command platform with good performance and powerful function, to improve the whole coordination capability of commander to handle with sudden public health affair and management control capability to firmly grasp the overall situation.
