Based on the organizations, the article has analyzed the concept of procedure justice, contents and significance of the study, the combination of our postgraduate enrollment retests work existing a number of issues, to propose the basic idea of the rules and norms to our graduate enrollment retests： Increasing the reform and propaganda dynamism, improving the evaluation index system, run ning retest meta-evaluation mechanisms play a respect for the process effect.
