After Zuo Zongtang led the Xiang Army to repress the uprising of Hui Minority in Northwest, he made a reform on the tea business in order to activate the local economy. The article is centered around the Zuo Zongtang and his successor＇s reform and regulation on the tea business and further discusses the effects of the reform and regulation on the tea business of Northwest at the time.
