摘要
水资源短缺问题在全社会引起越来越广泛关注,随着市场经济的发展,水这种特殊商品已经成为经济社会发展的重要制约因素,水权及其分配问题成为人们关注的焦点,现提出并分析了影响水权分配的主要因素及解决对策,为解决水权分配问题提供借鉴。
The water shortage is now drawing more and more attentions. With the development of market economy, water, as a special commodi- ty, becomes the restraint factor of the development of economy and society. More attention is paid to the water right and its allocation. The main influencing factors to the water right allocation and the countermeasure are put forward.
