和谐校园构建中的管理体制创新

On Innovations of Management System during the Construction of Harmonious Campus

当前,影响和谐校园构建的主要问题在于高校管理中的体制性障碍,表现在缺乏维系大学与政府平等合作的制度,学术权力和其他利益群体权力得不到制度性保障,内部管理层次过多,管理效率低下,以及缺乏符合组织实际的创新文化体系。因此,需要对高校管理体制进行创新,首先要明晰政府与高校的关系,推进现代大学制度建设;其次要调整学校内部权力结构与组织结构,最后要以人为本,构建兼容和谐的层次文化观。

Nowadays the main problems of influencing the construction of harmonious campus consist in the systematic obstacles in university management. These problems are lack of equally cooperation system between the government and universities, shortage of system security to academic right and other interest groups right, low managerial effectiveness, and absence of innovative culture which is in accordance with practical situations. The reform of administrative system of colleges and universities should be brought forth new ideas. Firstly, the relationship between the government and institutions of higher learning should be defined clearly in order to boost the construction of modern university system. Secondly, universities＇ inner power structure and organizational structure should be adjusted. Finally, harmonious culture outlook should be built based on human-orientation.
