摘要
从社会主义初级阶段的国情和军情出发,实现军事人才价值补偿的制度创新,应确立以按劳分配为主体,劳动、技术、指挥、管理等战斗力要素参与收入分配的原则,以军事人才价值补偿促进军事人才开发,并大力推进军事人才价值补偿法制化。
According to the national and military situations in the primary stage of socialism,if we want to promote the system innovation of military talent value compensation,we should set up the principle of income distribution that one's performance is considered as the main body and various battle effectiveness factors such as labor, technology, command and management are included. At the same time,we need advance the talent development by the legal system and institutions of the military talent value compensation.
