雨雪冰冻灾害对集体林权制度改革的影响与分析

The Affection and Analysis on Reforming the System of Collective Forest Rights by the Sleet and Freeze Disaster

2008年1月初以来,我国部分地区出现了近50年罕见的持续低温雨雪冰冻天气,造成森林资源大面积受灾,部分地区损失惨重。受灾地区是我国林业发展最具活力、森林资源相对较好的地区,同时也是我国集体林权制度改革的先行地区,如福建、江西、浙江等省。雨雪冰冻灾害的发生,无疑将给正在推行的集体林权制度改革增加一定的难度,集体林权制度改革的进度将受到一定的影响。针对雨雪冰冻灾害给集体林权制度改革造成的影响进行了分析,并提出了相应的建议和对策。

Since early January 2008, the cold and sleet and freeze weather over some regions of China where it, in the past 50 years, is rarely encountered caused the affected large areas of forest resources in some areas and these regions suffered heavy losses. The affected areas are China＇s most dynamic development of forestry. And, their forest resources are not only relatively better, but also are the fast developing region in reforming the system of collective forest rights, such as Fujian, Jiangxi, Zhejiang Provinces. Sleet and freeze disaster occurred will undoubtedly influence the reform progress of the system of collective forest rights and will also increase the difficulty of collective forest rights system. In this paper, the influence from sleet and freeze disaster to the system of collective forest rights reform is analyzed, and the corresponding recommendations and countermeasures are finally put forward.
