政府间博弈与西部新型工业化

An Analysis on Intergovernmental Game and New-type Industrialization Process of West China

西部地区是我国经济落后、生态环境脆弱的地区。要使西部经济实现又好又快地发展,必须走中国特色的新型工业化道路。2002年中央提出"新型工业化"战略后,中央和西部地方政府先后制定了一系列政策措施,以期利用各种干预手段推动西部新型工业化进程。但是,由于政府间的利益博弈,并没能实现预期的政策目标。因此,如何改变政府之间的博弈格局和收益是解决问题的关键。

China＇s western regions are those regions backward in economy and fragile in ecological environment. To make the western regions realize good and rapid economic development, it is necessary to take the road of new-type industrialization with Chinese characteristics. Since the central government proposed the strategy of ＂New-type Industrialization＂ in 2002, the anticipated policy goals have still not been satisfactorily achieved because of the intergovernmental interest game. As a result, how to change the intergovernmental game pattern and income should be the key to tackle the problem.
