高校图书馆对其编目业务实施外包,可以节省图书馆的人力资源,节约成本和时间,提高工作效率,具有多方面的优势,但也存在一定的质量问题。在对编目业务外包的管理上,要采取分阶段的管理策略,即前期要做好对外包商的考察选择,中期要对外包商的编目人员在业务上进行培训指导,对外包商编目工作的质量进行监督控制,后期还要做好验收及信息反馈工作。在各个阶段上,管理要有重点,既有原则性,又有灵活性。有效控制编目外包业务的质量,以达到质量和效率的完美结合。

Outsourcing of library cataguing saves library human resources,cost and money. It improves library cataguing efficiency as well. Therefore there exist many advantages in outsourcing.As to the management of outsourcing of cataguing,different strategies should be applied. A study and choice of the outsourcing merchant should be done first,then comes the technical training of the outsourcing staff and the inspection and control of the work quality. In the last stage, check of the work and information feedback should be done. Stress should be laid in different stages and general principles should go with flexibility.
