关于创新监测体制确保环境监测数据公正性的思考

分析了现行环境监测管理体制对认真履行环境监测职能的局限性,提出了为确保环境监测数据的公正性,实行环境监测统一垂直管理,将地方各级环境监测站建成独立于政府和社会的第三方公正机构的设想。

The limitation of present environmental monitoring system on implementing the environmental monitoring duty is discussed. It suggested that line management system of environment monitoring should be established for ensuring the fairness of monitoring data, all levels environmental monitoring stations should be as the third party organizations, which are independent of government and society.
