党和国家为加快少数民族及民族地区经济社会发展,运用了一系列的政策来管理和发展少数民族地区的公共事务和社会事务。而随着少数民族在发展中"自治"意识和能力的增强,其对政府政策过程的影响日益显著。而公共政策的理论和实践都证明,目标群体(公共政策间接客体)的参与是提高政策过程有效性的重要途径,所以,对少数民族群体的政策参与问题加以分析,有利于政府更好地运用公共政策来推动少数民族及民族地区经济社会全面发展。

In order to speed up the economic and social development of minority areas, the Party and government utilize a series of policies to manage and develop public affairs in minority areas. But, with consciousness and ability of ＂autonomous＂ enhanced during development, influence of the minority people on public policy process is remarkable from day to day. And public policy＇s theory and practice prove that participation of the target community （indirect object of policy） is an important way to push valid policy process. Therefore, an analysis of the minority＇s participation in public policy process is conducive to how government should utilize policies to well impel a full scale development of the economy and society of the minority areas.
