More Emancipation of the Mind to Achieve the Goal of an Overall Modestly Well-off Countryside

改革开放30年来,我国经历了三次大的思想解放运动。这三次思想大解放,从理论上来说,开创、坚持、发展了中国特色社会主义。从实践上来看,推进了我国现代化三步走目标落实。当前所进行的第三次思想大解放,就是要推动后12年全面建设小康社会目标的制定和落实。实现全面建设小康社会的宏伟目标,最艰巨最繁重的任务在农村,最广泛最深厚的基础也在农村。要根据党的十七届三中全会提出的到2020年农村改革发展基本目标,各省(区)、地、县从本地的实际出发,加紧研究制定一套科学合理的农村全面建设小康社会目标规划,这对于保证农村全面建设小康社会宏伟目标的实现具有重要实践意义。

Over the past 30 years of reform and opening-up to the outside world, we have undergone three great campaigns of emancipation of the mind, which, theoretically, have initiated, kept on with and enriched socialism with Chinese characteristics and which, in practice, have further carried out the goals of the three stages for our modernization drive. The current campaign of emancipation of the mind, the third of its kind, is to formulate and implement the goals of building an overall modestly well-off society in the 12 year ahead. To achieve the goals, the most difficult and taxing task is in the countryside; and the most extensive and massy base is also in the countryside. We must proceed without delay to work out a set of scientific and sensible plans for the goals of building an overall modestly well-off society in the countryside, based on the CPC central committee＇s relevant guidelines and in accordance with the actual situations of each province and district, because they are very important, in practice, to ensure the fulfillment of these goals.
