摘要
公务员流动激励机制是指政府通过有效激励整合各流动要素,使公务员在流动过程中采取有利于行政组织需要的流动行为的方式方法体系。激励目标是激励机制构建的出发点,要素分析是激励机制构建的依据,政府与公务员的博弈平衡最终确保激励机制效用的实现。
Incentive mechanism of civil servant flow is a means system that the government encourages and integrates the flow elements, so that civil servants take conducts in favor of administrative organizations in the flow. Goal is the starting point while elements analysis is the basis of building incentive mechanism, and the balance of game between the government and civil servants is the guarantee of the effectiveness of incentives mechanism.
