知识产权文化是关于人类对知识产权的认知、态度、信念、价值观、以及行为方式的总和。知识产权文化是先进文化的代表,是创新型国家建设与发展知识产权事业的重要基础与保障。当前,我国正处于创新型国家建设的重要历史时期,迫切需要一个与之相适应的创造知识财富的文化氛围,一种引领人们思维和行为的"知识产权文化"。我们应该从战略的高度培育知识产权文化,将知识产权文化纳入国家与地方知识产权战略体系;加大知识产权宣传教育力度,加强知识产权法制文化与环境文化建设,全面提升全社会知识产权意识,为建设创新型国家营造良好的文化氛围。

The culture of intellectual property right （IPR） is the summation of human cognition, attitudes, beliefs, values and patterns of behavior concerning IPR. IPR culture is the representative of advanced culture and the important foundation and guarantee in establishing an innovation-oriented country and promoting IPR development. At present, China is at a critical era in building herself into an innovation-oriented country. At this era, the cultural atmosphere to create knowledge wealth and IPR culture to guide Chinese people＇s mode of thinking and behavior are badly needed. We should cultivate IPR culture from a strategic perspective and put IPR cultivation into the IPR strategic system both at the national and the local levels. We should strengthen the propaganda to protect IPR, accelerate the process to cultivate IPR＇s legislative and atmospheric cultures and enhance the social consciousness of IPR so as to create a good cultural atmosphere for building China into an innovation-oriented country.
