雨水利用农业灌溉工程评价方法及效果评价

Evaluation methods and effectiveness of agricultural irrigation projects based on rainwater utilization

在充分调研和收集资料的基础上,采用理论分析和专家咨询相结合的方法,提出了雨水利用农业灌溉工程评价方法,按照层次分析法的基本要求,分层次地确定了各评价指标的权重。以甘肃省雨水利用农业灌溉工程为例,利用该评价方法对工程中工程决策、组织领导、项目规划、施工过程、运行管理、实际完成、规划执行等各环节进行分析评价,评价结果表明,项目总体执行情况一般。

Through a full investigation and information collection,the evaluation methods for agricultural irrigation projects based on rainwater utilization were put forward by use of the theoretical analysis and expert advice.In accordance with the basic requirements of the analytic hierarchy process,the weight of each evaluation index was hierarchically determined.The agricultural irrigation projects based on rainwater utilization in Gansu Province were taken as case studies.The present method was employed to evaluate the following items:the project decision-making,the project organization,the project planning,the construction process,the operation management,the actual completion of the layout and implementation,etc.The evaluated results show that the overall implementation of the project is usual.
