Evolvement of Ontario's Electricity Plan and its Role and Characteristics

This paper briefly describes the evolvement course of Ontario＇s electricity plan, which experiences transformation from exclusively meeting the ever-increasing power demand to including public participation and adoption of demand management in the plan, covering the function change of the electricity plan during the power market reform. The role and characteristics of the electricity plan at each stage is analyzed. These changes as presented in the paper represent a process of understanding by the public both from within or outside the power sector on the development laws and the management philosophy of the traditional electric power industry. The reform measures put forward in 2004 are interpreted as a way for the power sector＇ s planning function to return to rationality.
