节能发电调度对电网企业的影响及补偿机制探讨

Impact of Energy Saving Dispatch on Power Grid Company and Economic Compensation Mechanism

节能发电调度对电力企业的利益分配造成了影响,制定合理的节能发电调度经济补偿机制,是保证各方利益、保证节能发电调度各项工作顺利进行的关键。结合中国的具体情况,分析了节能发电调度对电网企业的影响,通过实证简要说明了节能发电调度将使电网企业购电成本上升,并提出了由国家建立节能环保专项补偿基金对电网企业进行合理补偿的机制。

As Energy Saving Dispatch （ESD） has material effects on distribution of benefits among different power companies, it takes a reasonable economic compensation mechanism to ensure balanced benefits of the affected parties so that the dispatch can be carried out smoothly. Considering the actual conditions in China, the paper analyzes the influences of the ESD on power grid companies and concludes through a case study that implementation of the ESD will lead to increase of the electricity purchase cost for grid companies. The paper suggests that the government establish a special energy saving and environmental protection fund to provide appropriate and reasonable compensations to power grid companies.
