摘要 基于现阶段我国水电开发的特点和制定梯级水电上网电价的必要性,介绍了基于成本和基于市场的2种梯级水电上网电价模型设计,结合某流域梯级水电站建设开发情况,进行了案例测算及梯级水电上网电价模型的适应性分析,最后围绕制定梯级水电上网电价提出了若干政策建议。 According to the characteristics of China's hydropower development at present stage and the necessities of determining hydroelectricity tariff, two types of hydroelectricity tariff models are designed based on the cost and the power market respectively. Combined with the situation of cascade hydropower construction and development, the case calculation is carried out and adaptability of cascade hydropower tariff models is analyzed. Finally, focused on cascade hydropower tariff, several policy recommendations are provided.
