摘要
把握"开放的地区主义"的关键在于厘清"开放性"对区域合作的基本要求。对"开放性"的认识应该从整体协调、地缘情结、权力核心以及制度建设四个角度加以考察。准确界定地区主义的"开放性"可以为人们认识东亚地区合作的发展方向提供有益的思考线索。东亚合作的深入发展应得到核心国家的联合推动,应得到机制建设的适当支持,应注入地区身份或者地区认同等观念因素。
The key to a proper understanding of the 'open regionalism' lies in the basic requirement of Openness for regional cooperation.The Openness should be understood from the following four perspectives:holistic coordination,geo-complex,the core of power,and institutional building,which will help people better understand the direction of regional cooperation in East Asia.The development of East Asian cooperation should be promoted by all core members together with appropriate mechanisms and the building of regional identities.
