The features in freedom and self-enclosed of freely judicial right in law enforcement may result in perverting the law and abusing one＇s freely judging power due to some factors influenced by inobjective factors such as power, money, etc, so it would influence seriously the fairness of law application. This article describes the law enforcement in traffic administration, the classification of freely judicial right, the causes of abusing one＇s power, and how to exercise correctly this power.
