摘要
2008年1月中旬以来,我国南方地区发生了八十年一遇的严重冰雪凝冻灾害,给电力系统安全稳定运行和电力供应带来巨大影响。分析此次冰雪灾害暴露出的电力系统结构方面的缺陷,包括电源结构不合理与结构性缺电、机组容量配置比例与局部地区供电可靠性、电网远距离大容量送电通道安全及受端地区供电可靠性、高电压网架与地区电网协调规划建设、重要城市保安电源不足导致的重要供区停电以及黑启动电源相关问题等,并提出了一些改进措施和建议。
Since the middle of January in 2008, China southern area had experienced extreme low temperature, heavy rain and snow, and freezing weather, which happened once in 80 years. This extreme weather had influenced the power system stability and power supply greatly. The paper analyzed the power system structure defects from the snow disaster point of view. The main defects include : the power supply structure is not appropriate and thus leading to the structuring short of power; units capacity proportion arrangement and local area power supply reliability; long distance transmission power proportion is high leading to the problem of transmission channel security and receiving side area power supply reliability; high voltage power grid and local power grid harmoniously developing problem ; lack of security power supply to some very important city or loads ; and blackout restarting power supply related problems, etc. Finally some improving measures and suggestions are given out according to the above problems.
