But the problem of the vacancy of governmental responsibility exists in the market-oriented public service, There are mainly the following problems：the existence of conservativeness and radicalization at the same time, the vacancy of system supply, the absence of supervision and the insufficiency of input. The vacancy of these responsibility have brought about many problems , so we must strengthen the governmental responsibility in the market-oriented public service to guarantee to advance smoothly the market-oriented public service. We should take the following measures：to grasp accurately the function of governmental public service in the market-oriented public service; to amplify the system foundation of the market-oriented public service;to strengthen the governmental supervision to the market-oriented public service; to promote the managerial ability of governmental public service organizatio.
