Any law should adjust certain social relations. The difference is that the Constitution does not adjust the general social relations. The Constitution is the state's major adjustment of social relations, including the relationship between countries and the citizens;the relationship between the state and the political parties; the relation between the State organs; the relationship between the internal organs of the state; the relationship between the country and the entire society ; the relationship between the state and other countries or international organizations.
