财政与金融支农整合的理论架构与方略

On Integrating Fiscal and Financial Means of Subsidizing "Agriculture,Countryside and Farmers":an Empirical Analysis on Data from 1987 to 2006

依据1987-2006年时序数据展开实证研究,结果发现:改革以来,政府扶持"三农"的财政与金融手段均陷入困境,财政支农效率低下与金融支农积极性不高并存且互为表里;而财政与金融彼此割裂地"单干"式支农是二者均陷于困境的主要原因。基于此,为提升财政、金融支农能力,就必须以整合观为指导,将二者有机结合起来,发挥各自在支农上的比较优势,以强化支农资金的政策功能和使用效率。

This article empirically studies data of 1987-2006.It argues that Chinese governments' fiscal and monetary measures which are aimed at subsidizing 'agriculture,countryside and farmers' are in trouble and difficult to extricate themselves since the rural reform.There co-exist fiscal inefficiency and lack of monetary enthusiasm.And separated fiscal and monetary support to agriculture is the key reason for the plight.Aimed at enhancing the fiscal and monetary ability to support 'agriculture,countryside and farmers',this paper provides theoretical framework about integrating fiscal and monetary means.
