This paper intends to analyze the key factors to improve the scientific innovation ability and achievement with the succeed cases from home and abroad, after the survey of the key links of the scientific innovation. Then this paper points out the various of specific measures, such as, the scientific innovation will be organized as a whole in the management concept, the risky investment funds and the sector of business starting shall be established by the capital market, more financial supports and interest encouragements shall be increased, the cultivation of scientific innovation teams and leaders shall be developed, the HR supporting strength shall be enhanced; the development of the scientific innovation shall be abided by the development of science rules with local conditions.
