随着高等教育的快速发展,地方本科院校教学质量问题日趋凸显。提高教学质量,建立完善教学质量监控保障体系是高校自我约束、自我激励和自我发展的要求。结合地方本科院校的实际,分析了构建教学质量监控体系的必要性和构成要素,并提出了建立和完善高校教学质量保障体系的五条对策。

It is necessary for the development of the universities to improve the teaching quality and to supervise the teaching process more strictly . The paper tries to expatiate the necessity and structural elements to build the effective supervising and guarantee system in colleges and universities .
