Objective To improve efficiency of scientific research management. Methods Active project selection, active project declare, active management during the project and active design in achievement declaration are emphasized. Results The purpose, guidance quality and planning characteristic of managers were embodied. The good interaction be- tween managers and managed subjects was produced, the cooperation and innovation consciousness was strengthened, and the benefit of scientific research was improved. Conclusion Active management on scientific research is beneficial to form the subject advantage and improve the research level.
