自然文化遗产保护与我国旅游业的可持续发展

Protection on Natural Cultural Heritage Resources and Sustainable Development of China's Tourism Industry

自然文化遗产资源对我国旅游业的发展起着十分重要的作用。自然文化遗产资源不仅珍稀,而且不可再生,对未来旅游业发展具有重要的战略意义;同时作为一种特殊的旅游资源,自然文化遗产资源具有公共性、公益性和非营利性的属性。因此,政府必须利用法律法规和财政补贴的手段,通过法制建立、集权制改革、资源补偿机制建立和监督机制健全等途径,对自然文化遗产资源进行有效规制,从而实现我国旅游业的可持续发展。

As an important tourism resources, natural and cultural heritage resources play an important role in the development of China＇s tourism industry. But the difference from other tourism resources is that natural cultural heritage of resources are rare, unique and non-renewable, many of them are of important strategic meanings in future （tourism） development. At the same time, as a special tourism resource, natural cultural heritage resources are public, nonprofit and with public benefit properties. Therefore, government must take advantages of legal and financial subsidies means, such as the establishment of the rule of law, centralized system reform, establishment of compensatory mechanisms, to effective regulate the natural cultural heritage resources in order to achieve sustainable development of tourism in China.
