摘要
本文使用DEA方法和技术创新的两阶段模型来测度我国LMT产业技术创新活动的相对效率并分析影响我国LMT产业创新绩效提高的关键因素。研究结果表明:(1)我国中技术产业的创新效率最低,而低技术产业却拥有比高技术产业更高的创新效率;(2)提高将技术成果转化为经济收益的效率是我国LMT产业创新发展的关键问题;(3)我国LMT产业在创新活动的各阶段主要表现为显著的规模报酬递增,因此加大LMT产业的创新投入更有经济价值。
This paper intends to measure relative efficiency of technological innovation in Chinese Low - and Medium - Technology (LMT) sectors and research the clues to improve it. The Data Envelopment Analysis (DEA) technique and the technological innovation two - stage model are applied for this purpose. The results indicate that: ( 1 ) In China, the medium - technology sectors have lowest innovation efficiency, but the lowtechnology sectors achieve the highest innovation efficiency, even compared to the high -tech- nology sectors; (2) The kernel of LMT sectors development is to enhance the transforming efficiency from technical outputs into economic income ; (3) At all stages of innovation, Chinese LMT sectors mostly show increasing returns to scale, so it is very necessary to increase the innovation input in Chinese LMT sectors.
