The cities of Chang'an and Luoyang were both international metropolises in the Sui and Tang periods. They have been studied in modern academic circles for approximately half a century, and their appearance has been reconstructed on the whole. Concerning their distinct difference in building form, there have been divergent opinions on the cause of formation. Some scholars hold that Chang'an as the capital of the country was higher than Luoyang in position and so their architectural difference was necessary for the sake of ritual; but the others argue that it was due to the factor that Luoyang was an unfinished city. The present paper believes the former understanding to be more substantiated and correct because in architectural concept, ritual building, practical political activity, building experience, military force and lineup of officials as well as in influence upon the capitals of surrounding countries, Chang'an showed itself to be a genuine capital, while Luoyang was merely a great city lower than Chang' an in position. They were not in the same grade.
