开发区建设与城市发展有着十分密切的关系.从城市功能的角度来看,开发区是城市的延伸和提高;从地域空间来看,开发共则是对城市的扩大和再开发.本文以陕西省为例.从实证的角度对开发区在城市的选址、规模和用地构成、开发时序的确定进行了分析.并就开发区与城市在空间上的协调发展提出政策建议.

Construction of developing regions is closely related to development of the cities. In the aspect of city function, developing regions is the extend and enhance of the cities. In the aspect of areal space, development of the cities. The article analyses the choosing site scale, constitution of using land, developing time and order of the developing region taking shaanxi province as an example. The article further put forcoard the policy suggestion about the coordinate development o a developing region and a city in space.
