摘要
公共部门的冲突是由于人、组织和环境之间的不协调引起的。借鉴和谐管理的基本思想,人的发展、组织目标的实现和环境的优化可以成为测度公共部门冲突的三个重要指标。和谐状态的公共部门管理模式是解决公共部门冲突的有效途径,它是以和谐目标为纽带、以人的发展为核心,达到组织内、外部的和谐,并最终实现组织发展、环境优化、社会发展的和谐发展目标,从而为公共部门冲突的有效解决提供新的思考路径。
The Conflicts between public government departments result from the disagreement between people,organizations and environment.There are three major indexes measuring the conflicts between public government departments,the basic thought of harmonious managements,people's development and the achievement of organization target and optimization of environment.The management pattern of public government department in harmonious state is a effective means to resolve the conflicts between public government departments,which is based on the harmonious target as a link and development of people as a core in order to achieve the harmony of organization and finally achieve the development of organization,optimization of environment and social development,and especially propose a new train of thouht effectively resolving the conflicts between public government departments.
