摘要
考虑了当前基层"一把手"监督明显乏力这一难题,从政治学角度分析,将问题的原因归结为监督客体素质不高、监督体制不合理和监督主体意识薄弱三个方面。指出破解基层"一把手"监督难题的有效途径为:在用人上发挥好群众监督权和领导责任追究制,选出德才兼备的"一把手";在三权制约中实现权力制衡,推行政务公开;最终通过党员先进性教育来保障"一把手"的清廉。
The supervision problem of the grass-roots ＂top leaders＂ is discussed. From the political science point of view, the crux of the matter is related to the diathesis of supervision object, the supervision system and the main body of supervision. The effective ways to solve such problem are the election institution, the equipoise in the three- power restriction, and the building of the advanced nature.
