Based on the analysis of the advantages of the Web development application by Ruby on Rails, the Supervising and Early Warning System for grain security was designed. And the system of design in the mass and technology was also introduced. Through the effective, simple results given by the system, decision-making was guided to prevent grain production from the track of normal development or a crisis.
