摘要
研究目的:探讨解决民勤地区水危机问题的措施,为制定相应的解决方案和政策法规提供依据。研究方法:野外调研。研究结果:提出了4项参考建议:(1)退耕四分之一耕地;(2)全民参与基层水管理制度;(3)全流域统一水价;(4)建立生态文化经济特区。研究结论:在参考建议得到很好实施的情况下,可以从根本上解决民勤的水危机问题。
The purpose of this paper is to discuss the countermeasures of the water crisis in Minqin area, and provide scientific basis for making corresponding solutions, policies, laws and regulations. Method of field investigation was employed. Suggestions were put forward. It is concluded that the Minqin＇s water crisis will be resolved thoroughly if the suggestions are carries out well.
