基于耕地价值的征地补偿标准

Study on Compensation Standard of Land Expropriation Based on Value of Cultivated Land

研究目的:从耕地价值角度,研究征地补偿标准的构成、测算方法及分配机制,建立合理可行的征地补偿标准及补偿分配机制,为相关部门提供参考。研究方法:价值评估法、实证分析法、比较研究法。研究结果:2007年全国基于耕地价值的征地补偿标准是现行征地补偿标准的2.51倍,且高于耕地最低市场价格,与征地补偿标准改革方向一致。研究结论:构建基于耕地价值的征地补偿标准是合理可行的,且耕地各种价值的归宿很明确。

The purpose of the paper is to study the composition of compensation standard for land expropriation, estimating method as well as distribution mechanism from the perspective of cultivated-land value, establish a reasonable and feasible compensation standard as well as a compensation and distribution mechanism for land expropriation so as to provide policy information for the relevant departments. Methods employed include valuation method, empirical analysis and comparative study. The results show that, in 2007, the compensation standard for land expropriation based on the value of cultivated-land is 2.51 times of existing compensation standard for land expropriation and higher than the lowest market price of cultivated land in China, with same direction the reform of compensation standard for land expropriation. It is concluded that it is reasonable to establish a compensation standard for land expropriation based on the value of cultivated land, and the destinations of different values of cultivated land is clear.
