大部制框架下的地方政府环境保护职能研究

Research on the Local Government Environmental Protection Function by the Framework of "Super Ministry"

政府环境保护的实质在于:环保的实施不只是协调人与自然之间的关系,更重要的是以新的标准协调人与人的关系、部门与部门的关系,是经济利益的重新分配。因此,如何协调经济发展、社会发展与环境保护是一个重要课题。本文从地方政府环境保护职能履行存在的问题出发,分析其原因,并以大部制改革为框架,探索地方政府更好的履行环保职能的对策。

The government environmental protection＇ s essence lies in： the implementation of environmental protection is not just coordination the relationship between man and nature, and more importantly, coordination human relationships, the relations between the departments by the new standard, is re-allocation of the economic interests. Therefore, how to coordinate economic development, social development and environmental protection is an important subject. From the existing problems of implementing the lo-cal government environmental protection functions, analysising the reasons of theirs. This article explores better measures that can perform the functions of local government environmental protection by the frame-work of ＂Super Ministry＂.
