本文论述了社会和工程系统中现象和过程的实时性和进行实时分析的意义，提出了八值逻辑的实时决策理论和技术，以应用于实时性的仿真和控制决策。

This paper discusses the real-time property of phenomenon and process in the society and project systems as well as significance about carrying on real-time analysis. It proposes a kind of theory and technology for eight-values logic real-time decision so as to be applied to real-time simulation and control dicision.
