浙江省公益林雨雪冰冻灾情评估及恢复重建对策

Evaluation to the Sleet Freeze Disaster of the Non-commercial Forest in Zhejiang Province and the Reconstruction Measures

对全省公益林小班进行灾情调查。2008年初雨雪冰冻灾害导致浙江省200万hm2公益林中的78.15万hm2受灾,其中重度以上(受损木比重≥30%)受灾面积达23.33万hm2,受灾区位以水系源头、自然保护区等生态区位非常重要和生态环境非常脆弱地区为主。经初步测算,本次雨雪冰冻灾害造成直接经济损失26.08亿元,生物总量减少1172.61万t,未来10年累计各项生态损失942.71亿元。提出开展雨雪冰冻灾害对区域环境影响的监测与评估、受灾公益林生态系统恢复技术研究及实施灾后恢复重建工程等对策建议。

According to investigation on the disaster of non-commercial forest subcompartment of whole Zhejiang,it was found that around 78.15×10^4 hm^2 of the 200×10^4 hm^2 non-commercial forest in the province was stricken by the spring sleet freezes in 2008.The seriously stricken area（i.e.,the ratio of damaged forest ≥30%）reached to 23.33×10^4 hm^2,and the stricken parts mainly consisted of the extremely important ecological areas and the areas whose ecological environment was very fragile,such as headwaters and natural reserves etc.Based on a preliminary estimation,the direct economic loss caused in the snow disaster was 26.08×10^8 yuan,the biological matters were reduced by 1 172.61×10^4 t and the various ecological losses in the forthcoming 10 years would reach to 942.71×10^8 yuan.The countermeasures and suggestions,including comprehensively monitoring and evaluating impacts of the sleet freezes disaster on local environment,research on restoration technology for the damaged non-commercial forest ecosystems and implementation of reconstruction projects,have been proposed for reconstruction after the disaster in the end of the article.
