摘要
代课教师问题已成为深圳教育之痛,长远来看会对深圳的教育事业带来许多不稳定的因素。通过对深圳代课教师的生存现状和特点及其归因进行分析,结合教师专业发展和借鉴西方中小学教师聘任模式,试图寻找解决代课教师问题的对策,提出:优化教育系统编制结构;完善相关教师政策和教师法律;加强执行力,建立有效保障机制;授予学校应有的权力,逐步构建适合深圳特色的教师任用机制。
The phenomenon of Shenzhen-based substitute teachers, which will bring about many indeterminate factors in the long run, has become a pain in the neck to education sector. By referring to teachers professional development and to the mode of employment in Western primary and secondary schools, this paper examines the socio-historical causes contributing to the current living condition and features of Shenzhen-based substitute teachers. It proposes possible solutions as follows: to optimize the personnel structure of the educational system; to improve policies and laws related to teachers; to strengthen the executive force; to set up effective guarantee mechanisms; to confer due power on the schools; and to construct gradually a Shenzhen-based teachers appointment mechanism in its own right.
