摘要
居于科学研究和实践的经验得出黄土高原国土整治28字方略,论述了实施“方略”的必要性、紧迫性和可行性,提出实施“方略”需要深入研究的问题,并提出了若干建议。
Based on scientific research and practical experience,strategic principle is put forward to bring the loess plateau under control in this paper.The author has also demonstrated necessity and feasibility of implement of the strategic principle,put forward some problems needed to be delved urgently,and made some suggestions in this paper.
