On Library Governance

治理与统治、管理不同,是指政府与社会力量协商合作,共同实现公共利益的过程。图书馆治理,就是利益相关者在互利合作前提下共同提供图书馆服务的过程。一个管理主体所辖的所有图书馆的服务范围,就是一个图书馆治理单元。科学设置建设主体是优化图书馆治理结构的关键。个人、协会、机构、地方政府是图书馆建设主体的主要类型。图书馆治理的目标是为了更好地实现图书馆核心价值和图书馆权利。图书馆治理需要坚持政府主导、社会力量参与、治理主体多元、民主决策等原则。

Governance, which is different from domination and management, refers to the process that Government and the social forces cooperate to achieve common interests of the public. Library governance is the process that stakeholders commonly provide library services in the premise of mutually beneficial cooperation. The service range of all libraries administered by a management main body is a library governance unit. Scientifically setting the main bodies of the construction is the key to optimize the structure of the library governance. Individuals, associations, institutions, and local governments are the main types of the library building bodies. The aim of the library governance is to better achieve the core value of libraries and library rights. Library governance needs adhere to principles of governance leading, the social forces participalion, diversified main bodies of the governance, and democratic decision - making.
