对上海空间环境维系可持续发展的探讨

Approach on Maintaining Sustainable Development of Shanghai Spatial Environment

文章阐述了上海要建成国际大都市,需处理好大都市圈、市辖范围内的城郊及市中心地区三个层面的城市空间环境问题。对大都市圈,以上海为中心的长江三角洲范围内,突破跨行政管辖范围的限制,形成基础设施和区域环境保护网络。对市辖范围内的城郊,一是要充分认识杭州湾滨江临海城市带,将是21世纪继浦东开发后,最具活力的新的经济增长及改善城市环境的重要地区,要有所预见并引导与规范其发展;二是要对市郊工业的发展严格执行有利于环境保护和整治的规划布局,凡缺乏环境措施条件的工业用地,应撤消或调整发展规模。对市中心地区,要着重解决好“高密度开发”问题,避免因高密度开发,使城市生态系统机能下降而导致城市运行效能降低,以维系城市可持续发展。

To construct Shanghai as an international metropolis, three spatial environments such as metropolis sphere, scope of municipal administration (suburban and city proper) should be well managed. To metropolis sphere, taking Shanghai as the centre of Changjian Delta, within this sphere, breaks out the limit of trans-administrative scope, to form infrastructure and regional environmental protection frame work. To the scope within the municipal administrative suburban, 1. fully understand that the shore belt of Hangzhou Bay will be the most active new economic growth and consummating urban environmental important region, should possess foresight and leading and standardizing its development; 2. to industrial development of suburban, planning layout which is good for environmental protection and harness should be strictly implemented and laid. The industrial land use which is lacking of environmental facilities condition should abolish or readjust developmental scale. To city proper, the problem of 'high density development' should be well solved, to avoid that the function of urban ecosystem may be decreased and caused decreasing the effect of urban operation due to 'high density development' for maintaining urban sustainable development.
